Alternatives to cold calls

I'm in the process of purchasing an established fleetwashing/pressure washing business with a solid account base (USPS), equipment, and Inc.license. Of my MANY questions to follow, of my utmost concern is generating new accounts. Regardless of how solid the account base is, I'm benign if I don't bring in new accounts - preferably fleet accounts, but I'll wash anything anywhere.
I've had little (no) success cold calling, and am not convinced that cold calls are the most effective method of marketing, regardless of what the seller of said business tells me. What are my options? I'll invest any amount of time and effort into what needs to be done, and am willing to pay my dues.
Any guidance is very much appreciated.
