No one responded to you yet?? well in my exp. bleach on stone is fine but watch plants and vegetation. water them down before you bleach or other chems?? Just my 2 cents

That i think is powder coat. I think that res. is powder coating. And there is no way of fixing it unless you repaint it. Yea you can clean it but you will still have paint comming off.
