I am using a 4000psi hot water maching and I am washing oil batteries. These tanks are mostly rust but at the bottom around the valves there is curde oil build up. I am washing, primering, and painting these tanks. My question is should I pre treat the rust and if so what is good to use?

I have looked all over for this stuff, all I have found is sodium hydrochlorite. Where can I get it? any help is appreciated. I am in mississippi, my name is chris. Thanks.
