need some help

I pw this deck about a year ago the owner calls me and says that she has put 3 coats of porch paint on there and it still is peeling.She wants me to come out and look at it give her advice on how to repaint it? does it need to be sanded. The deck is quite old 5-10 yrs old or longer. What should I do

Similar situation

I want to ask for a piece of advice here too. A guy wanted a quote to correct somebody`s mistake - wooden deck was primed and painted, probably in haste and not completely dry.
Anyway, I am not sure about the details of the story, but both primer and that paint(looks like latex paint) are bubbling and coming off.
What would be the correct steps on stripping that paint?
