In another thread, someone mentioned that they apply Portland Cement after cleaning concrete:

What does this do and does the surface have to be dry before it's brushed in?

I apply portland on oil stains before i start-it sucks up some of it[like fine kitty litter] but if your only doing spot type[someones personal driveway or patio with greese from there grill] i use a product made by ADDIMENT. Its big $ but it works very well. After you do your best to get the oil off you can put a little portland over the oil SHADOW [from old oil stains] as long as the color is close. Its used as a cover-up to temp. make the job look better. Always tell your customer that when it comes to old oil stains there is NOTHING that can clean it up 100 percent. Unless it was sealed from the time they poured it. If you try too hard to get the oil mark out you will just harm the cement[as in useing a 0 deg tip-dont do it use a rotating 0 deg and not too long.]

While the concrete is still wet after cleaning and degreasing, I use it to brush in the heavy oil spots. When cleaning it is impossible to remove all the oil stain. All the surface oil and grease will be removed but it leaves a shadow stain. I brush the Portland in to cover and blend some of the shadow stains.
