removing calcium from brick and concrete?

I took on a job for Sears to clean a 100'x12' decorative block wall with a concrete base. Management called it salt build up, I think it is calcium build up. I have tried to clean it with CLR, toilet bowel cleaner, muriatic acid, white vinegar with no results. two guys and 8 hours later the wall is as bad as when we started. Some places are as thick as 1/2 inch. Can anyone HELP me? If I don't have a solution before I get on it again I will loose on this job!!!
