Applying Wolman F&P in NY

Are there any contractors in NY who know the legal rules on applying Wolman F&P for customers? I found out it's on the NYS registered list of Pesticides classified as a general use one. From what I've been able to research a person applying it must be at least a Certified Pesticide Technician. Does anyone know how to go about getting the certification and in what category they need to gain the certification in?

F & P: It is an EPA registered pesticide with a flash point of 104º F. The active ingredient is 3-Iodo-2-Propynyl butyl carbamate.

Your county extension office will have the info. you need.
