Bleeding Shutters

Gave estimate on Real Estate office today, Burgandy vinyl shutters bleeding down on gray vinyl siding
really bad, tried rubbing with rag didn't budge
think i will need anything special to take this off?
Don't think it's ever been cleaned.

The bleeding is paint, and a strong solution of Sodium Hydroxide should remove the paint. Make sure the grey vinyl is not painted as well or you stand the chance of removing some of it in the process. Chance are just the shutters are painted.

You should do a small test patch on the shutters,they sound like they are oxidizing.I have had the color run right off the shutters and in certain areas where they get more exposure you could end up with different color shutters.
