Concrete cleaning

What is the right process? I have a building of 39000 square feet. The floor has been power washed several times and looks clean. When the floor gets wet it becomes slick because oil migrates from below. I have hot water/steam, 3400 psi, 5.4 gpm. A supplier suggests spraying a butyl degreaser that will break down surface oils and cause cappilary action to bring substrate oils up for subsequent removal. Another suggestion was an acid cleaner. Both methods would spray on the cleaner with hand sprayers, allow to dwell and surface clean with proper disposal. If you have successful experience with this kind of concrete problem kindly fill me in on a proven method. Thanks.
