Golf Course Dirt Dust?

Been doing jobs on new homes around where they are building new golf courses. Seems the dirt is blowing in the air and sticking like glue to the houses. Is there anything that will softened the dirt to wash off? Some of the people have let it sit for a year making it worse. Any suggestions would be helpful since it is taking more time to do than usual.
