stain removal blocks & granite

Ok, I have just been down to the local cemetary who wants a quote on cleaning down their memorial walls ( where the departeds ashes are stored) which are over 20 years old and have been stained through years of neglect and dam water spray. The stains I can see range from hard water rust staining, moss, pollution (hwy very close) and mold. I have some photos and will put them up later today. The walls are majority concrete masonary blocks and granite. They have a memorial plaque on them made out of brass and have grass & plants all around, hence my delema.
How does one clean such a monster? I had originally thought of bleach/ chlorine to start with, but they will kill the grass around them, then I thought of oxalic acid on the concrete walls but am unsure as to what this will do to the brass plaques!
If I just use hot water on medium pressure it will not move the ingrained stains, just the moss etc.
There is a country mile of these walls to do and would be a fantastic job to complete as I am also trying to get in on the maintenance of the walkways etc throughout the entire cemetary.
I am looking at doing a test patch for them mid/late next week to get an idea of what results I can achieve(if any!!)
Any input would be greatly appreciated, pls keep in mind I am in Australia and we unfortunately don't have access to a lot of the premix chems that you all do.( we are years behind) I have looked through past posts but nothing seems to be what I need

I'm new to power washing, but I work with brass and copper occasionally. The Oxalic acid will not destroy the brass plates, but it will definitely take all of the patina off (Along with the rust and staining :) ). They'll look like new, but I doubt that's the look they were originally meant to have.

Ok still trying to find out what I can use...... oxalic will probably kill the grass, but I'm thinking everyone needs to make a sacrafice, and it won't be a large area that would be destroyed, though the patina being taken off would be a drama. I was thinking something like a CLR but that would also damage the brass.

I know Clorox Outdoors will not kill the grass if diluted properly but I do not know if it will clean the brass.
