Painted garage

Have a customer who wants his garage stripped of its old paint so he can repaint it. Theres alot of spots of loose paint but thinking of still useing a stripper. Will I still need to neutralize after rinsing? Its a cedar garage. Will wollmans cleaner btnr work for neutralizing? and what stripper has worked for everyone else?

If he is going to paint it why try to remove all the previous paint?
