question...washing oil batteries

I am using a 4000psi hot water maching and I am washing oil batteries. These tanks are mostly rust but at the bottom around the valves there is curde oil build up. I am washing, primering, and painting these tanks. My question is should I pre treat the rust and if so what is good to use?

Find a painters bbs and ask that Q'tion there,I'm sure they make a pretreatment for rust.More than likely tho a good cleaning to knock the lose rust off and paint.
