Removing chipped paint

Is their a chemical process that would help remove loose/chipped paint off wood siding? If so, which chemicals and what ratios and what procedure. Thanks

What is your end goal? Is it being repainted? What kind of paint is it? How old is it (lead issues)? What kind of wood - how old again?

Thanks for your reply, its a cedar fence that was painted around 3 years ago with a water based paint. Its pealing and will be repainted after it is cleaned. Thanks again

The owner said it was a cedar fence when I called, but when I went to look at it, the fence is treated lumber that was painted. The owner tried painting over old paint without washing/prepping and now it is all pealing, very chalky.
