Solution for oxidized vinyl??

I looked at a job that has 10 yr old vinyl that when you rub your hand on it , a powder
like substance {for lack of a better term } ends up on your hand . What would be the best cleaning solution to use?

I usually use a bleach solution . Not sure if it would work . I have never come across this before on vinyl . Thank you in advance,

We would use our Sodium Metasilicate based detergent. This product has a pH of 12.4. At least a 1-10 mixture, brush, rinse. We would increase the mixture as needed to remove the soil.
