Actually Carlos the story says it was a pick-up truck "carrying small non-regulated sewage water samples in two- to three-ounce plastic bags and vials" So, basically water samples from a water treatment facility.

And they shut down a freeway and had HazMat respond. Hate to see the bill for that. A bit extreme, I think.
